I am unable to open Admin tool in OBIEE/ siebel analytics
- check the NQSConfig
- check with nqsconfig which came along with installation
- if it works fine with original config file, then the problem should be with your NQSConfig.
- in such scenarios, even your OBI server service won't start.
NSQ Configuration

Set default which we created only just (.rpd)
Rename the Catalog file
C:\OracleBIData\web
Start Service – BI Admin – BI Presentation - System will generate Catalog file
THe issue was with NQSConfig file and orable BI server. on rectifying the NQSConfig file it worked fine.
